Taxpayers can make online payment of various taxes that are pre-assessed by the authorities through using their own chip card or that of another.
The System provides customers with round-the-clock, seven-day-a-week access to their bank accounts via internet, enabling them to manage these accounts where ever internet accessible:

After applying to a financial institution for an electronic wallet, the user either receives electronic wallet software on a CD or downloads it from a website. After installing the software to a personal computer and visiting the Taiwan Certificate Authority website to obtain a certificate, the user can click into the appropriate service to make account transfers or pay bills.
When the user completes a payment message at a financial institution, payee, or online merchant, his or her personal computer starts up the electronic wallet to digitally sign the message. After the signature has been verified by the FISC payment gateway funds are debited from the designated account and transferred via the FISC interbank system.
